What is the Specialized Telecommunications Assistance Program?

The Specialized Telecommunications Assistance Program (STAP) is a state-wide program that provides financial assistance to qualified disabled persons to receive specialized telecommunications devices and services that allow them to use the telephone network. Individuals must fill out an application and send it to the Office for the Deaf and Hard of Hearing Services (DHHS). The Office for the Deaf and Hard of Hearing Services will review the application to determine if the applicant meets the criteria as defined by law. Once approved, the person will receive a voucher that will allow them to purchase certain equipment or services, depending on their need. The face value of the voucher is determined by the equipment needed. Only registered vendors can redeem vouchers. However, if a non registered vendor wants to accept the voucher, they can apply to become a vendor in the program.

How do I apply?

Applications are available through DHHS, councils for the deaf, vendors, schools or calling the Office for the Deaf and Hard of Hearing Services at 512-407-3250 or on their website at www.dars.state.tx.us . Once you receive an application, make sure you fill it out carefully. Make sure that an approved professional (listed on the application) signs your application stating that you have a disability that requires special equipment or services in order to use the telephone, you should select equipment or services that you believe you need in order to communicate on the phone. If you do not supply all the necessary information, the application will be sent back to you and the process will be delayed.

What if I don't know what kind of equipment to request?

DHHS has a few ways to assist customers who are unsure of what equipment they might need. The DHHS contracts with various agencies across the state to provide outreach to individuals about the types of equipment available to them. Many of these agencies have various types of amplified phones, TTY's and devices for those with speech disabilities to try out before applying or after receiving their voucher. If a vendor or service provider helps me fill out my application, do I have to purchase equipment or services from the same vendor that helped me?

No. You are free to purchase your equipment from any registered vendor or service provider.

When will I get my voucher?

It will depend on the workload of the staff reviewing the applications. As of August 2006, the waiting period is two months for most vouchers.

Where can I go to purchase equipment or services?

When you receive your voucher, you will also get a list of currently registered vendors and service providers. If a vendor or service provider you want to use is not on the list, you may ask them to register as a STAP vendor or service provider. For a list of currently registered vendors and service providers visit STAP Registered Vendors. Once you receive your equipment or service, you will sign your voucher, keep the copy that says "Recipient Copy" and give the remaining two copies to the vendor. Do not sign the voucher until you receive the equipment or service in order to ensure that you receive what is indicated on the voucher.

When can I get another voucher?

A person may not receive another voucher for five years. However, if your disability changes in any way and requires different equipment to access the telephone network, you may apply for another voucher. You would need to have your disability certified again.

What if my equipment breaks, is stolen or destroyed before the five years are up?

Once you purchase the equipment you are the owner, not the state, and you are responsible for repairs, damage or loss of equipment. You may not receive another voucher until the five years has passed.

For any repairs or damage, you have the option of directly contacting the manufacturer yourself and trying to resolve the issue. However, the burden is on you, as the customer of their product, to do this.

I have other qualified family members in my home, can they get a voucher also?

Only one voucher per qualified person per household is permitted in the home or place of business. However, there are exceptions if the persons in the home have different equipment needs, are living in a "group home" type setting or are financially independent of each other.

I am a hearing parent and I have a 3-year-old deaf child. Can I apply for an STAP voucher for my child?

The rule states that STAP equipment must benefit the person. If you feel your child can benefit from using the equipment, go ahead and apply and explain why you think the child will benefit.

I have two telephone lines. Can I receive two vouchers?

No. However, if your spouse, children or other family members are qualified under the program (see above) they may apply.
