Welcome to PUC Wholesale Market Oversight
The PUC’s Wholesale Market Oversight group monitors activity in the Texas wholesale electricity market. WMO’s primary focus is the Electric Reliability Council of Texas (ERCOT) power region, where the PUC has primary jurisdiction. Power generators, power marketers, the ERCOT independent system operator as well as the wholesale activities of retail electric providers and public power entities are under the PUC's purview.
WMO monitors ERCOT for market power abuse, anticompetitive activities, and market manipulation. Members of the WMO staff also participate in revisions to ERCOT’s protocols and operating procedures, and conduct rulemakings at the PUC on various aspects of wholesale market operations.
